Environmental and Social Management System Volume 1: Policies and Standards


An Environmental and Social Management System (ESMS) provides a methodological approach to managing environmental and social risks and impacts in a structured way on an ongoing basis. This ESMS is designed to incorporate the management of environmental and social risk and impact into the business processes of the Secretariat for the Pacific Regional Environmental Programme (SPREP). It is a set of actions and procedures that are implemented concurrently with SPREP’s broader risk management processes.

The ESMS is designed to ensure that SPREP operates in compliance with its Environmental and Social Policy and Standards. It also helps SPREP avoid and manage projects with potential environmental and social risks by conducting effective screening of projects. Its basic purpose is: to support SPREP and its staff to ensure the avoidance, or minimisation and management of potential negative environmental and social impacts of its work while also looking to maximise the environmental and social benefits. This ESMS details the i) environmental and social sustainability policy and standards; ii) institutional arrangements; iii) the review procedures across the SPREP project cycle; iv) accountabilities and responsibilities and v) monitoring and reporting processes.
