The purpose of this guideline is to identify matters which are relevant to the environmental impact assessment of bitumen works.

Promotion of environmental assessment remains an important priority for SPREP, with a target in the organisation’s Pacific Regional Environment Programme Strategic Plan 2011–2015 (Strategic Plan) to develop Pacific-related models for environmental assessment.
